One team's quarterback does not get ruled out by another team's medical staff. What isn't ambiguous is the mechanism. An oblique is a trunk-rotation muscle, and trunk rotation is what generates velocity through a throwing motion. A ruled-out designation rather than a limited practice listing means the medical staff doesn't see a path to Sunday. There's no gamesmanship in an "out" tag.
