The name on the depth chart is the least interesting part. Stefanski said flatly, "Cooper will start," and that was never in doubt once Tua Tagovailoa went down days after being named the Week 1 guy. What matters is everything Stefanski wouldn't say: no timeline, no injury label, no Penix option, no emergency QB. Every hedge pointed the same direction — this is a multi-week problem for an offense that runs through Bijan Robinson, Drake London, and Kyle Pitts Sr.
The rep deficit is real, and Stefanski conceded it.
The reporter laid out the whole case — Rush had one two-minute drill with the ones in the first week of camp and nothing else until the day before — and Stefanski didn't dispute a word of it. "That's the life of a backup quarterback," he said, which is a coach making peace with the prep gap, not defending his starter. "Stay ready so you don't have to get ready" is a nice line, and it is also an admission that Rush gets scout-team reps by design.
The concrete read: Rush's 2025 line with Baltimore was 34-of-52 for 303 yards, 0 TD, 4 INT. Pair a four-interception profile with a week of first-team work and the passing game carries the risk. Fade London and Pitts before you fade Bijan.
Stefanski refused the softest layup in the room.
Asked directly whether Tua could be ready next week, Stefanski said, "I'm not going to get into next week." On length, he offered only "day to day, week to week." On whether it's a strain: "No medical degree." That's three straight non-answers, and the first one is the tell — a coach who believed in a one-week absence takes the yes.
The implication is a floor problem for the entire receiver room, not a one-week patch. London's 68-919-7 came in 12 games last season; that production assumed competent quarterback play, and there's no reason to start him with confidence until Tua's designation changes. Pitts is the more interesting case — 88 catches for 928 yards and 5 scores is volume that tends to survive quarterback downgrades, and a short-area passer funnels targets to tight ends and backs rather than boundary receivers. If you're choosing one Falcon pass-catcher to hold through this stretch, it's Pitts, not London.
The Penix answer is the one that actually moves dynasty value.
Asked whether there was any possibility of Michael Penix Jr. playing, Stefanski said, "No." He then declined to name the emergency quarterback. Penix threw for 1,982 yards with a 9-3 TD-INT ratio in nine games last season — he was not an option, and "Mike will be ready when he's ready" is what a coach says when there is no date.
Read it plainly: the Falcons chose a 9th-year journeyman over their 2024 first-round pick, with no medical detail offered on why. There is no quarterback change coming with upside attached. Penix is not a stash, and anyone treating this as his runway is reading it backwards — he's behind Rush on the availability chart, not the talent chart.
What that does to Bijan Robinson.
Stefanski admitted the offense is being rebuilt for the new starter — "you have to pivot on certain things," and the stated goal is "a game plan that everybody can digest." Narrowed game plans compress targets.
Bijan already carried 287 times for 1,478 yards and caught 79 balls for 820 more in 2025. That receiving workload was elite before the quarterback change; a checkdown-heavy passer is more likely to raise it than lower it. The risk isn't volume, it's touchdown equity — fewer red-zone trips behind a backup. In PPR terms he's a volume-up, efficiency-down play, and if a receptions market posts, that's the side the situation argues for, not the rushing-touchdown side.
The close: watch Wednesday's practice designation for Tua and Penix — if Tua isn't throwing by midweek, plan on Rush for multiple weeks and value Falcons volume, not Falcons efficiency.
